Edward A. Hall founded TelecomXchange International in December 2004 following 23 years of service to the telecommunications industry as a principal technical member. His past 11 years have been with two leading telecommunications associations in Washington, DC.
Prior to founding TelecomXchange International, Mr. Hall’s previous position was with the Alliance for Telecommunications Industry Solution (ATIS, as the Vice President for Technical Development bringing to the staff years of experience in wireless technical standards development, law enforcement (wiretap) issues, as well as leadership in the telecommunications area relating to public safety and people with disabilities.
Prior to joining ATIS, Ed spent seven years at the Cellular Telecommunications and Internet Association (CTIA) starting in 1993 as Director for Network Operations. He was subsequently promoted to Assistant Vice President for Technology Operations overseeing integration of technology innovations and network interoperability for the wireless industry. His primary goal was seamless operation. While at CTIA, he provided leadership, coordination and contributions for technical standards committees dealing with ANSI-41 Interoperability and Interworking (I&I), the Joint, Committee T-1 and TR45 Mobile and Personal Communication Lawfully Authorized Electronic Surveillance (LAES), and Enhanced Emergency Services (AHES). Ed has also planned and moderated, CTIA Technology Workshop series featuring the status of wireless location technologies in response to FCC docket 94-102 Report and Order as well as establishing and chairing the Industry’s TTY/TDD Over Digital Forum. Working closely with industry expert Josh Lober the forum is credited with developing solutions for TTY signaling over various digital air interfaces in use today by wireless service providers. Likewise, Josh Lober’s development of an automated TTY script evaluation system resulted in a benchmark for the Forum.
His other accomplishments include assisting in the establishment of an industry forum designed to provide solutions for international roaming issues (International Forum on ANSI-41 Standards Technology - IFAST), the Emergency Services Interconnection Forum (ESIF), the IMSI Oversight Council (IOC) and the Interactive Voice Response (IVR) Forum.
LtCol Edward A. Hall retired from the US Marine Corps after serving 24 years of military service. Upon graduating the Virginia Military Institute, then 2nd Lieutenant Hall started his Marine career as an infantry officer serving with all 4 active Marine Divisions. He served tours as Commanding Officer, Company E, 2nd Battalion 4th Marines and Company E, 2ndBattalion 5th Marines, in addition to various tours working with Marine Reserves, Scout Sniper School, and Recruit Training. LtCol Hall then moved into the Signals Intelligence field of the Marine Corps where he spent over 14 years in electronic communications and surveillance systems, and Radio Frequency (RF) field experience and direction finding. As Commanding Officer aboard US Naval Base, Guantanamo Bay, Cuba, LtCol Hall was responsible for all electronic surveillance and intelligence support capabilities for the Caribbean Theater of Operations. In his last military assignment, LtCol Hall coordinated all electronic intelligence support and commercial mobile radio service operations for the Fleet Marine Force Atlantic Command in addition to serving as a liaison for these matters with the National Security Agency (NSA) and Defense Intelligence Agency (DIA). LtCol Hall retired in 1993 from COMMARFORLANT where he was serving as the Assistant G2 and SIO (Signals Intelligence Officer). LtCol Hall’s highest decorations include the Navy, Marine Corps; Meritorious Service, Commendation and Achievement Medals.
Joseph E. Bianco
In the role of Chief Technical Officer of TTY PASS, Joe is an entrepreneur with a background in business management and software development. He holds degrees from Loyola College in Baltimore and from Johns Hopkins University. He spent more than 20 years in software engineering. Joe has worked with Ed Hall since the inception of TTY PASS and has led the effort of developing and automating all aspects of the system.
